A CERT and its performance are specified in 12 federal , 2 state and 2 county published documents that include the direction, guidance, laws and statutes that define how to Start and Maintain a CERT Program.

The two reasons to achieve and maintain compliance are illustrated above:
  • Enable CERTs to better protect their neighborhood residents and property
  • Enable CERTs to better protect their Team, Committee and HOA members from litigation

There are xx training courses available from the EMI for the wide variety of roles and positions to be staffed in a CERT. (see curses at EMI or the trainig page on this site).

The primary reason to be compliant with current and evolving federal, state and county direction and guidance is to:
  • provide the best and most current support to your community in an emergency or disaster
  • have CERT team members trained according the the needs and duties of their roles and positions
  • provide concisely documented practices, procedures, activity and training to cert team members


A well documented and trained CERT Team also benefits from:


better serve yor community by keeping cert team members and procedures up to date with evolving federal, state and county direction and guidance.

have an accurate description of your cert for your POA, HOA or other sponsor to establish your cert and a budget line in your sponsor's budget.

provide concisely documented practices, procedures, activity and training as defense against a liability claim

have a fema compliant cert to defend against a potental liability claim that your cert is not valis because it is not compliant with fema guidane and direction
